The Madhya Pradesh government has released a new scheme to help women in Bhopal. The Samartha Sangini Yojana is designed to help women who have been victims of crime in Bhopal. This is being passed with the overall goal of preventing crimes against women around the city.

A Need To Control Crime

Pankh Yojana Jharkhand

The state government of Jharkhand has launched a new scheme for children in the poorest slums. The Pankh Yojana was launched by the education minister. The main goal of Pankh Yojana is to help children in Jharkhand get access to schools. Pongal Bonus Available For Tamilnadu Government Employees, Teachers and Pensioners

Not As High As Hoped

An important point about these bonuses is that while they are sizeable, they are not as large in value as what many people who were eligible had hoped to get. There were protests by government employees in the state over the values over these bonuses.

Banks and Post Offices to Seize Accounts if PAN or Form 60 is Not Updated until 28th Feb 2017

Union Government seems to be in no mood to loosen its shackles on black money and corruption. Demonetization, followed by increased raids from Income Tax – government seems to be hell-bent on flushing out corruption and unaccounted money out of formal economy and bring the parallel economy to a halt.

Banks and Post Offices to Seize Accounts if PAN is Not Updated until 28th Feb 2017

In yet another surprise move, it has now been made mandatory to update PAN or Permanent Account Number in accounts held in post offices and banks. This circular has been released by CBDT or Central Board of Direct Taxes.

Every individual who has a bank account and is 18 years old will have to update PAN or form 60 and this has to be done within 28th February, 2017. Failure to comply will mean that the banks and post offices will immediately block and seize the accounts. Once seized, the accounts held with banks and post offices cannot be used. All transactions will be frozen and necessary action might be taken.

While this surprising announcement came as shock, it is not going to hamper the daily life. Only thing that people need to do is to update the PAN. In case their banks have the provision of updating PAN online, it will be easy for them. However, if online provisions are not present or those who are not very comfortable with online provisions, they might have to take a day off to update PAN. That will be a minor disruption.

What if a person doesn’t have a PAN?

Yes, this is a possibility. This has been taken care of by the government and Central Board of Direct Taxes. Those who do not have PAN need to apply for the same immediately and the application slip can be submitted to prevent any action. Once the PAN is issued, people need to update the PAN. In the mean while he has to submit form 60 in his bank and post office account.

Why has PAN update been made mandatory?

Officials of Income Tax Department have said that still now, a large number of people do not have PAN updated against the savings accounts in banks and post offices. The primary reason behind making PAN submission mandatory is that Income Tax Department wants to monitor all bank account using online medium.

Once Income Tax Department starts monitoring all bank accounts, it will become almost impossible for people to move unaccounted money through banking channels. However, stashing cash at home might not be prevented.

In any case, PAN update will make the banking industry transparent enough. This will thwart corrupt people and black money holders from converting black money into white through bank deposits. Online monitoring through PAN will mean that any cash flow through a bank account will be visible to Income Tax Department. If the department officials find any suspicious activity in an account, they can catch hold of the account holder.

A statement about agriculture in India

During his speech, PM Modi stated that many people in India actually created an atmosphere where people were made to think that the agriculture in the economy has been totally destroyed while more attention has been provided to the business segments of the nation. Modi said that the farmers of the nation have given a befitting reply to those people in at least two ways:

  • Increase in production of Rabi crops by 6%
  • Increase in fertilizer usage by 9%

Thanking the farmers of India, PM Modi stated that the government will do everything in its power to ensure that the farmers never face seed and fertilizer shortage and that they receive agrarian loans whenever needed.

Talking on Kisan Credit Cards

PM Modi made a vital announcement and declared the replacement of over 3 crore Kisan Credit Cards with RuPay Debit Cards. He mentioned that this will happen over a period of 180 days or 3 months. So, why this sudden change? The objective is to push for cashless ecosystem. While Urban India is already in the process of embracing cashless economy, it is important to push the rural sector for the same and RuPay Debit Cards is a step towards the same.

Kisan Credit Card is plagued by one crucial shortcoming – it is cash-based. Simply put, Kisan Credit Card offers cash credits. There are two ways the farmers can get hold of cash using these cards:

  • Withdrawing money from ATMs.
  • Using withdrawal slips at bank branches.

In case you didn’t know, the Kisan Credit Card is designed for providing agricultural loans to farmers for a short period of time. With replacement of such credit cards with RuPay debit cards, farmers will no longer have to deal with cash and they can carry out cashless transactions anywhere they want.

RuPay doesn’t have credit cards for now. The company only works in debit cards and has no plans of entering the credit card space which has two major players – MasterCard and Visa.

NPCI’s or National Payments Corporation of India’s CEO, AP Hota, however did mention that RuPay will enter into Credit Card space but the plans have been deferred for the time being because NPCI is currently in the middle of implementing a new switching platform. The reason for introducing the new platform is that it will allow National Payments Corporation of India to efficiently handle the increased number of card transactions. It was expected that NPCI (the organization that offers RuPay Cards) would launch credit cards in June of 2017.

The introduction of RuPay debit cards for farmers as an alternative to Kisan Credit Cards will allow the farmers to make a move into cashless ecosystem, which is gradually growing in India. The cashless ecosystem has increased manifolds post demonetization and is expected to register greater growth over coming months.

One Big Concern

Though this has not been mentioned by PM Narendra Modi, it is a known fact that usage of debit cards is yet to go a long way because POS machines do not have widespread reach like the cards. This means that with lack of POS or Point of Sale machines will be a serious hindrance for replacement of Kisan Credit Cards and distribution of RuPay Cards.

POS machines are mostly concentrated in urban areas where only 6 major commercial banks dominate the market of POS machines. So, RuPay cards to be distributed to farmers will need a support in form of increased numbers of POS machines in rural markets.

A Bit About Kisan Credit Cards

Kisan Credit Cards have a credit limit of 3 lakhs. The interest charged is 9%. In case the farmers have a very good repayment record for a period of 3 consecutive years, the government subsidized the interest rate by 2%. Institutions offering Kisan Credit Cards can also increase the credit limit depending on two factors:

  • Repayment history of the farmer.
  • The crop to be grown. There are various types of crops. Some crops need more fertilizer and seeds are more expensive. They also need more water supply and hence, improved irrigation facilities. Dealing with those crops will mean more money requirements. So, depending on the crops, banks that provide Kisan Credit Cards can actually increase the credit limit for the cards.

Kisan Credit Cards entered the agrarian space back in 1998. Several banks – including commercial banks, cooperative banks and regional rural banks – offer these credit cards.

The suggestion for reviewing Kisan Credit Cards came from a special committee formed by the government. The committee was chaired by TM Bhasin. Mr. Bhasin asked for a way for conversion for Kisan Credit Cards in Debit Cards and Smart Cards. The full information on this committee report and the requested changes can be found on NABARD’s website.

A Bit About RuPay Debit Cards

Looking at debit card market in India, RuPay alone takes 32% market share with over 282 million RuPay cards injected into the economy. It has become a major player in debit card market in just 3.5 years, which is a big achievement on its own. Currently, only 3 types of RuPay debit cards are present in market, which are:

  • PMJDY Card
  • Classic Card
  • Platinum Card

RuPay is currently working on going global by shaking hands with Discover – a credit card and debit card company of USA. Discover will help RuPay go global while NPCI will promote Discover cards in Indian market.

With RuPay’s partnership or tie up with Discover, RuPay will register a strong growth and worldwide acceptance. From the point of view of farmers, having cards with such widespread access will mean easy transition from cash-based economy to cashless ecosystem. This will also ensure that corruption is taken out of the equation. With no cash transactions, farmers can utilize every penny in more clear and efficient fashion.

Conclusion

Of course, there has been no word on how credit facility will work because RuPay cards are debit cards and not credit cards! Government and NPCI is yet to clarify the same. We have to wait until such clarifications are provided.

The foods that were being provided are at a lesser cost than in the market. Recently this new scheme has been launched for Chandigarh and t has already gained a lot of popularity.

Launch of the scheme

On Tuesday when the scheme was launched the food packets were to be given from 6pm to 9pm but it didn’t take that long for the food packets to be finished. Apparently within an hour of the launch, the food packets disappeared. They were being given at five key strategic locations in Chandigarh and they were being given at only 10 rupees.

Getting 6 chapattis and vegetable at this price was a big deal for the poor sections. Hence one can see that the chapattis along with the vegetables had vanished pretty quickly. Perhaps this is why the food could be given to only 500 people instead of 600 mentioned earlier.

The food packets were strictly for the poor people and they contained pickles and vegetables along with chapattis. This was supposed to not just give people nutrition but also indulge their taste buds.

What this means for the scheme?

The rising demand for the food packets made it a point that people truly needed this scheme in place – that feeding people is the need of the hour. Apparently this is the reason why this scheme has been given special attention to.

The government officials too took note of this demand and therefore keeping this in mind they have increased the production of chapattis to 4000 at one go. In fact, machines are being put in place so that 4000 chapattis are being manufactured at one go. This is twice the capacity that they presently have.

The food packets will be distributed between 6pm to 9pm at Sector 26, vegetable mandi at the transport area, Labour Chowks around the capital and many more areas where there are mainly construction workers present. They will be given the food at subsidized rates.

Security and overseeing of the scheme

The government officials have announced that to avoid people coming to take the packets twice, they will now be using tiffins. These tiffins are the same ones that are being used at the railways.

On the first day the food was being given in tin foils but that is not being done anymore. Also the officials announced that they are keeping a strict vigilance. In fact, videography is being done in all places to keep a track of the smooth and even distribution of food packets.

What are the objectives that this scheme aims to achieve?

By this scheme, the state government aims to achieve these following jobs –

  • The poor sections of the society and mainly the labour class are aimed to provide the nutrition that they need. They are often undernourished however they are the ones that have to indulge in maximum physical labour. This is why this scheme was directed towards them to give them the strength that their profession demands.
  • Not just food at cheaper prices but healthy food at cheaper prices was the aim of the government. As of now the situation is such that the workers are unable to afford good and sustainable food for themselves. This is why this scheme was provided to them.
  • The scheme aims to provide 1000 packets a day as of now, but if the scheme really proves to be helpful and more and more people are benefitted from it, then as many as 10,000 packets will be provided to the people daily.
  • 3 lakh per month is supposed to be invested into this scheme every month and in this amount food for nearly 3000 people will be created and distributed state wide.
  • The food menu is so created that the food contains all the vital minerals and nutrients that are required for a balanced and healthy meal. This is why experts and officials have been appointed to get this benefit.

What about the food quality?

The Odisha government has launched a new scheme for legal assistance called the Madhubabu Aain Sahayata Yojana. The main objective of this scheme is to help the poor people get educated about their rights and to get them justice. This is why this new scheme will be launched at the Village Panchayat level.

  • The poor people and the women and SC & STs will be given priority under this new scheme. They will be getting free legal aid under this scheme. The poor people and the below poverty level will get the best benefits under this scheme.
  • For this reason, Sahayata Shibirs will be set up at the Panchayats. These shibirs can also be availed at the Rajiv Gandhi Bharat Nirman Seva Kendras.

So basically this is what this scheme is all about – it is about giving the poor and the needy a chance to make their case heard at the village panchayat level. They will also be educated by their assigned lawyers what their rights are and how they can be better equipped with it.

Regarding law and order of this scheme

Madhubabu was considered the first lawyer of the state. Hence this new scheme has been improvised on his name. Regarding the lawyer aspect and the matters related to the state, the following things have been decided in this scheme –

  • The scheme’s main objective is to revamp the socio economic structure of the state. Therefore brining the current issues into the light and making it possible for the average citizen to get justice.
  • The citizens will be provided free legal advice. In fact the legal advice will be at their doorstep. They will be provided guidance on how to carry out their legal issues in front of the Panchayat.
  • A practicing lawyer with a minimum experience of 3 years would be considered for his job. They will be healing the legal cells and will work according to the recommendations of a panel that will be selected by the district collector.
  • Women lawyers who are eligible will be given priority for this post. This way they can best serve the state.
  • This way the legal assistance lawyer will be chosen for this job and whosoever will be chosen would receive Rs. 500 per sitting. In this time they will help the women, poor and the needy with their valuable legal counsel.
  • The meetings would be held once a week since that is what is most desirable as per the recommendations of the experts of the state. It could be a Saturday or even a weekday.
  • The matters related to law of the senior citizens, socially and economically backward sections and SC, ST, Women would be given priority as per this new scheme.

Implementation of the scheme

The panchayati raj system has already given its consent for the legal shibirs or the legal cells to operate. Therefore the gram rojgar sevaks and the panchayat executive heads have been handed over the task to identify those who are in need of legal assistance. Hence we can assume that the work has already begun.

Criticisms on this new scheme

The BJP and other parties are of the view that this new scheme has been doled out to mould the sentiments of the weaker sections towards the party. Hence, they have highly condemned this scheme.

However, the state has received the scheme quite well even though the scheme is yet to reach the people of the state far and wide.
