उत्तरप्रदेश के मुख्यमंत्री योगी आदित्यनाथ और भारत के केंद्र में सत्ता सीन पार्टी भाजपा ने मिल कर उत्तरप्रदेश के किसानों के लिए एक बहुत बड़ी राहत की घोषणा की है. ये घोषणा किसान क़र्ज़ माफ़ी का है. उत्तर प्रदेश में किसानों की दयनीय दशा को देखते हुए उत्तरप्रदेश की सरकार ने केंद्र सरकार के साथ मिलकर ये घोषणा की है. ये घोषणा उतरप्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने उत्तरप्रदेश सरकार की कैबिनेट की पहली मीटिंग में की है. ये मीटिंग लखनऊ के शास्त्री भवन में की  गयी. मीटिंग के बाद उत्तरप्रदेश के स्वास्थ्य मंत्री सिद्धार्थ नाथ सिंह ने इस बात की घोषणा मीडिया में की.

इस बैठक के बाद सरकार द्वारा की गयी घोषणाएं निम्नलिखित है.

  • उत्तरप्रदेश के प्रेस को संबोधित करते हुए स्वस्थ्य मंत्री सिद्धार्थ नाथ सिंह ने ऐलान किया कि कैबिनेट ने सर्वसम्मति से ये फैसला लिया है कि सरकार ग़रीब किसानों के क़र्ज़ को एक लाख रूपए तक माफ़ करेगी.
  • स्वास्थ्य मंत्री सिद्धार्थ नाथ सिंह ने कहा कि प्रदेश में 2.5 लाख ऐसे किसान मौजूद है, जिनमे से 92.5 प्रतिशत किसान को इसका लाभ मिल पायेगा.
  • इसके अतिरिक्त सात लाख किसानो को ग़ैर निष्पादक आस्ति (NPA) के तहत लाभ पहुँचाया जाएगा, जिसमें अतिरिक्त 5,630 करोड़ की छुट दी जा रही है.
  • सरकार ने किसान राहत बांड के लिए 36,359 करोड़ रूपए की आवश्यकता बतायी है. जिसके लिए राजकोष को वयां करने पड़ेगा.
  • सरकार के अनुसार प्रदेश में 2.30 ऐसे किसान हैं, जो मौसम की मार की वजह से घाटे में रह रहे हैं. ये फैसला सही समय पर लिया गया है, जिसका लाभ सभी ज़रूरतमंद किसान उठा पाएंगे. इन 2.30 लाख किसानों पर कुल क़र्ज़ 62,000 करोड़ का है, जिसे चूका पाने की अवस्था में प्रदेश के किसान नहीं हैं.
  • सरकार के अनुसार उत्तरप्रदेश स्वयं 3,27,470 करोड़ के क़र्ज़ में डूबा हुआ देश का दूसरा सबसे अधिक क़र्ज़ वाला राज्य है.
  • सरकार द्वारा ये भी कहा गया है कि किसानों के समस्त क़र्ज़ को एक ही साल में माफ़ करना मुश्किल है, जिस वजह से इस बैठक को रखा गया और प्रधानमंत्री की क़र्ज़ माफी की चुनावी घोषणा पर भी बात की गयी.

उत्तरप्रदेश सरकार द्वारा किये गये मुख्य फैसले निम्नलिखित है :

  • उत्तरप्रदेश सरकार ने गेहूं की खेती करने वाले किसानों के लिए विशेष फैसले लिए हैं. कैबिनेट ने 5000 डायरेक्ट गेंहू खरीदारी की आउटलेट निकालने का निर्णय किया है. इसके पीछे 80.25 गेहूं अनाज के उत्पाद का उद्देश्य है. इस तरह से उन बिचौलियों के गोरख धंधो पर नकेल कसी जायेगी, जिनकी वजह से किसानो तक अनाज का न्यूनतम डर भी नहीं पहुँच पाता.
  • सरकार ने ये भी कहा है कि गेहूं की खरीदारी पर क्विंटल 10 रुपये की वृद्धि की जाएगी. ये वृद्धि लोडिंग और अन्लोडिंग चार्ज के रूप में की जाएगी. इस समय एक क्विंटल गेहूं का विक्रय दर 1680 रूपए हैं.
  • इसके लिए सरकार ने तीन सदस्यों की एक कमिटी तैयार करने की बात कही है, जिनका काम आलू के फसल और आलू के किसानो का ध्यान रखना होगा. ये कमिटी आलू की सही क़ीमत का भी ध्यान रखेगी और ये भी देखेगी कि आलू के किसानों तक सही क़ीमत पहुँच रही है या नहीं. सरकार के अनुसार अभी तक आलू के किसानों को लागत से भी कम क़ीमत पर आलू बेचने को मजबूर किया जाता रहा है.

क़र्ज़ माफ़ की राजनीति (Kisan karz mafi)

क़र्ज़ माफ़ किसी भी सरकार द्वारा लिया एक बहुत निर्णायक कदम होता है. ये मौसम के आगे हारे किसानो को खूब राहत देता है, किन्तु इसका सीधा असर राज्य और देश की अर्थनीति पर होता है. कई बैंकरों द्वारा सरकार के इस फैसले की आलोचना की गयी है. स्टेट बैंक ऑफ़ इंडिया की चेयरपर्सन के अनुसार ये फैसला ऋण नीति के हिसाब से सही नहीं है. इस तरह ये सभी किसान जो समय पर अपना ऋण जमा कर देते है उन्हें भी माफ़ी वाली फेहरिस्त में शामिल कर दिया जाता है. अपने समय में आरबीआई के पूर्व गवर्नर रघुराम राजन ने भी यही सवाल किया था कि ये नीति किसानो के हित के लिए कितना सही है, इसका अंदाज़ सरकार को अवश्य होना चाहिए. जो भी हो सरकार के इस फैसले से राजनीति में एक नयी करवट देखने मिल रही है और योगी आदित्यनाथ भी खूब चर्चे में आ गये हैं.

After couple of weeks, finally then cabinet meet has happened in UP. The UP chief Minister Yogi Adityanath has declared about removing off the farm loan for those who have credit up to Rs. 1 lakh. This is not only a big relief for the farmers’ family but also will be a huge step towards encouraging agriculture in Uttar Pradesh. After holding on the meeting for two weeks, finally the cabinet meet happened on Tuesday, 4th of April 2017 in Lucknow.

The Promise: Waiving off Loans

  • Before the election happened this year, BJP Leader and Honourable Prime Minister Shree Modi ji promised to lower down the burden of farm loans in UP. During one of his campaigns speech he made this statement.
  • According to Mr. Modi, if the loan burden can write off from the farmers, agricultural sector can be enhanced. He also said in his speech that the first task would be waiving off farmers’ loans if BJP comes into power.
  • In his first cabinet meet, Yogi Adityanath, being the Chief Minister of UP has taken the decision. After March, 2017, when Yogi was declared as the CM, this is his first cabinet meet as CM.

The decision:

  • In the last election in UP, BJP government had remarkably gained 312 seats among 403 seats in UP. On 19th March he was elected as CM. This is his first ever Cabinet meeting.
  • Last Tuesday, on 4th of April this year, Yogi has converted the election promise into the reality. The CM has approved the decision of writing off the loan.
  • According to the decision, the loans on crops will be waived off. Loans that have taken from nationalised banks or cooperative banks will only be considered here.
  • Apart from crop loans, the CM decided to write off the loans that has become non-performing asset. Approximately Rs. 5630 Cr NPA loans will be cut off.
  • Writing off loans will be applicable for the small and medium farmers only. Rich or large farmers will not be eligible for this facility.
  • Also the CM said the state government will buy back 100% wheat crops from the farmers. This has made the farmers happy across the state.
  • According to the report, the state government of Uttar Pradesh will allocate Rs. 36, 000 Cr to fund the farm loans of 86 lakh farmers.
  • Also small and medium farmers who have crop loan of up to Rs. 1 Lakh will be freed from paying back the same. The burden will be shifted to state government from the farm family.

Beneficiaries:

As per the report, this decision is been made for the small and medium farmers. Crop loans are quite common among small farmers. The loan repayment is possible only after harvesting of crops. Unfortunately due to natural calamities many farmers are unable to repay it that leads to more loan. This scheme will be a big help to these small farmers who are unable to pay the loan.

Effect of the decision:

  • These decisions regarding the farmer loan in UP have made all the farmers happy. Farm loan is one of the major obstacles towards the development of farmers and the agricultural sector. Writing off such big loan amount will definitely be a supportive idea for many farmers.
  • Writing off Non-Performing Asset loans will be helpful for nearly 7 Lakh farmers. On the other among 2.15 Cr farmers across the state, 86 Lakhs farmers will be benefitted after loan removal.
  • Among 2.30 Cr farmers nearly 2.15 Cr farmers are from small and medium category. However, according to the government only 86 Lakh farmers will be benefitted after this scheme.
  • CM Yogi, on this statement, stated that despite having fiscal deficit the state is ready to waive off the crop loans now. But removing all the loans in single financial year is not possible.
  • These small and medium farmers face a major issue after natural calamities when they are unable to repay the loan. Crop damages due to natural calamity leads to nearly Rs. 62, 000 Cr burden on state financial system.
  • For the state government, fiscal burden worth of Rs. 36, 000 Cr will be added to the calculation. Along with UP, Modi asked Punjab government to do the same. The Punjab government has given a nod to the decision as well.

Other benefits for the inhabitants of UP:

Apart from washing off the farm loans, BJP state government of UP has also announced about other facilities and benefits. Cabinet approves on many proposal as well.

  • Firstly, the teachers who are associated with government school will not be allowed to provide private tuitions to any student. If anyone is found out to do so, he or she will be jailed immediately.
  • Across the Buldelkhand region, the people face water scarcity the most. Yogi said, the state government will spend Rs. 47 Cr as soon as possible to fix the water scarcity issue in that particular region.
  • Yogi has also stated that the proposal of removing illegal slaughter house will be approved. There will not be any illegal slaughter house across the state. It will be punishable act.
  • On the sports front, the newly elected CM of UP has promised to provide a sport stadium. The cabinet has given its approval to set up a new sports stadium in the area Ghazipur.

What to expect:

In 2008, congress lead government in UP has launched one scheme like this. That scheme had put extra cost burden of Rs. 65, 000 Cr to the state government. This time almost the same amount (Rs. 62, 000 Cr) is expected to be added to the state government cost.

The decision in definitely helpful for the farmers but it will be heavy burden on state government. Funding such a big crop loan amount and loan NPAs will bring up the deficit big time.

How to Complain (login)

  • Through the portal, the farmers can lodge a complaint as well. To file any kind of complain they have to visit the official website of the scheme https://www.upkisankarjrahat.upsdc.gov.in/index.html Now, in the Home Page, click on the option ‘Complain a File’ from the Menu Bar.
  • The beneficiaries will get two options in the new page. They are required to select the first option namely, ‘Click Here to Register a Complaint’ and click on it to find the process of the complaint registration.
  • On the next page, the beneficiaries have to enter their mobile number in the given text box. After that they need to enter the security captcha given on the screen. After that the candidate has to click on the ‘Generate OTP’ button.
  • After clicking on it, an OTP will be generated and that will be sent to the mobile number of the beneficiary. On the page next, the candidates have to enter the OTP so that they can register with the portal. Those who are already registered with the portal can login by using their ID and Password.
  • Direct link to the complain registration is http://www.upkisankarjrahat.upsdc.gov.in/complaintpublic/Application_NONNPA.aspx. The beneficiaries can click on it and start the process.

How to Check Complaint Status

  • After registering the complaint with the portal, a complaint registration number will be generated. The number will be sent to the beneficiary’s mobile number. After that beneficiaries can check for the status of their complaint.
  • To do so, firstly they have to visit the official web portal https://www.upkisankarjrahat.upsdc.gov.in/index.html  From the menu bar, they have to find the option ‘File a Complaint’. They require clicking on it.
  • On the next page, two options will be appeared. Beneficiaries need to select the second option that says ‘view the status of a complaint.’ By clicking on it they will be redirected to a new page.
  • On the new page, there will be three empty boxes. In the first box, enter the complaint registration number. In the second box, give the registered mobile number and in the last box, the security captcha should be entered.
  • Finally click on the ‘Submit’ button to check the progress of the registered complaint. Direct link for the status view is http://www.upkisankarjrahat.upsdc.gov.in/complaintpublic/ComplaintStatus.aspx. By clicking this link, you can add the details to view the status of the complaint.
