Mukhya Mantri Shikshak Samman Yojana in Himachal Pradesh   

The State Govt. of Himachal Pradesh is going to start a new scheme named the MMSSY, dedicated specially for the teachers across the state. This is basically a performance appraisal scheme for all the teachers of the state. Under the scheme, teachers will be provided service benefits for their good performance in their teaching. Teachers are the main force behind successful careers of any student and also they are the main source of a better and educated society.  So the state govt. wants to encourage the teachers through this MMSSY scheme so that they can continue to perform more efficiently and energetically. Under the leadership of Hon’ble CM  of Himachal Pradesh, Shri Virbhadra Singh, the MMSSY scheme was given due approval by the cabinet body on 10th Nov, 2016. It is expected to be implemented throughout the state very soon. The CM has announced that the nest cabinet session will held from 19th to 23rd of December, 2016.

What is the Mukhya Mantri Shikshak Samman Yojana all about?

This might be the first instance of performance appraisal of school teachers by the state govt. of any state. The MMSSY scheme will provide the eligible teachers, the chance to extend their service by one year. Generally, the age of retirement of teachers in the state is 60 years. Under the MMSSY scheme, the eligible teachers will get the added advantage of one years’ extra service. This will provide a great motivation for other fellow teachers also to perform and give their cent per cent for the bright future of the students and march towards a better tomorrow.  In addition to the service extension under the project, the teachers will also get financial/cash incentives for their good performance.

Eligibility criteria for getting benefits

The Himachal Pradesh govt. is providing service appraisal for the teachers of schools across the state. The MMSSY scheme will not only motivate the teachers to perform outstanding, in their service, but also provide a bright future for the students of the state. Under the MMSSY scheme, the teachers must fulfill some criteria so that the state govt. will appraise their service. Those teachers who have given 100 % results in their respective classes they are in charge of, for the last five consecutive years will be eligible for the MMSSY scheme and will get one year extension of service as well as financial incentive from the govt. The 100 per cent result in last 5 years means that no student have failed to clear the final exams in that period.

Which teachers will be eligible for the MMSSY scheme?

All the school teachers employed in the state run government schools will be considered for this motivational and performance appraisal scheme. Teachers of all ranks like primary teachers, TGT, PGT, etc. will get benefit of the scheme. In addition to this, the principals and headmasters will also get full benefit of the scheme. The basic idea is to motivate the teachers to give their best in the classes and get 100 per cent results.

Need of MMSSY and analysis on educational developments in the state

  • Himachal Pradesh is one of the states in India with good literacy rate for both genders. As per the 2001 census, the rate of literacy in the state was 76.5 %.
  • The data has improved in the year 2011. As per 2011 census, the literacy rate of the state grew to 82.8 %.
  • At present, the male literacy rate is near about 89.5 % where as the literacy rate of females is 75.9 %.
  • There are many instances of school dropouts in the schools of Himachal Pradesh which the govt. wants to check permanently. The rate of school drop outs is higher for girls. .
  • In the last few years, the schools are not providing good results as such and the learning levels are degrading day by day.

So to rejuvenate the education and teaching system, the Himachal Pradesh Govt. has started this scheme. The numbers are improving day by day with the full dedication and support of the state govt. to make the state, one of the most literate states in India and work towards the betterment of education of students. The need for the MMSSY scheme is that, it will motivate the teachers for performing to their potential and also motivate other fellow teachers.

Opening of Aadharsh Vidyalaya

With the declaration of the MMSSY scheme, the Chief Minister has also indicated the establishment of new schools in the state. These schools will be higher secondary level schools which will be opened in every constituency. Every constituency will have two new higher secondary schools which will be termed as ‘Aadarsh Vidyalaya’ or ideal schools. This decision will surely bring the state govt. one step forward to improve the education system of the state.

Provision to include college teachers in the MMSSY scheme

The CM has also declared that from the next session, the students who are studying in under graduate levels will have Education as one of their subjects in addition. Also the plan to include the collage teachers/professors under the MMSSY scheme is there. The teachers of those colleges where the strength of students exceeds four thousand will have eligibility to enter the scheme and get service extension for the period of one year, similarly to that of school teachers. In addition to that, they will also get financial incentives.
