Our very own prime minister picked up the broom himself making the Swachh Bharat Yojana a mass movement throughout the nation. The motto was not to litter and not to let people litter. It cannot be denied that a sense of responsibility, a motivation to make India a better place to live in, has been evoked among the common people who are willing to actively participate in the different activities of cleanliness.

Swachh Bharat Abhiyan

Purpose of the program

The primary objective of the mission is to achieve a clean India within the next five years. It is not a very difficult task, the government requests for devoting only 100 hours in a year for the cleanliness. To help in creating a chain of people who are willing to work together and also inspire others, the government has created a collaborative platform, known as the Swachh Bharat Abhiyaan Portal. The Swachh Bharat Yojana is not only about cleaning the surroundings or the environments. The main objective is to make India a much better place to live in. This Yojana or program also includes planting trees, making a trash free environment, providing the sanitation facilities. These are definitely going to pave the way for making a better India eventually.

Why it is important

It is really essential to create a cleaner India, because this will make way for the tourists increasing the tourism industry. The images of unclean India often become the embarrassment for us and therefore it is just the right time for participating towards a cleaner India. The campaign shall not only boost the image of India as a nation, but at the same time, it will help individuals attain good habits.

Apolitical

One of the important factors of this Swachh Bharat Yojana is, this is completely politics free campaign and thus it can be said to be nationwide call from our prime minister for the betterment of India. This is not any political campaign, and incorporates the sole motto of creating a Swachh Country. This campaign has been launched to initiate the global awareness towards cleanliness. It can be said beyond doubt that this is a big challenge for the people of India and this can only be possible if every individual citizens of India come forward to share the responsibility.

The participation of a lot of famous personalities for spreading this mission has been a really successful and effective. With their participation, a huge number of people have been influenced in presenting this country as a much better place to live in. The missions targets certain factors in India which has not been taken care for a long period of time, for instance open defecation, conversion of the insanitary toilets into pour flush toilets, eradication of the manual scavenging, the complete disposal of unusable wastes and reusing the liquid and solid wastes.

A complete new concept

The most likeable part of the mission is inviting 9 new people by every individual involved in the campaign. And if the process gradually continues, the chain shall definitely reach a huge number of individuals in India. Undoubtedly, this is a complete new concept to prepare a clean and new India. This program clearly portrays that, making a cleaner and better India is not only the responsibilities of the sweepers, or cleaners. This is the duty of every individual residing in India. The effectiveness of this Swachh Bharat program has generated the motivation among individuals to better a healthier India.

Swachh Bharat Cess Meaning, Rate and Applicability Date

Everyone is well aware of the Swachh Bharat Abhiyan which is targeted on making a clean and a healthy India. Based on the Swachh Bharat campaign, the Modi government has imposed the Swachh Bharat Cess. This is a taxing system under which tax will be collected and the money will be used for meeting the Swachh Bharat initiatives. With this money the government would work towards attaining a clean and a healthy India.

Meaning of Swachh Bharat Cess

Indian Government is making a lot of efforts to meet the goals of the Swachh Bharat campaign. To meet the needs of the campaign, the government has imposed an additional tax on all kinds of taxable services. This tax has been imposed by the Central Government since 15th November, 2015. So under the Swachh Bharat Cess an additional tax of 0.5% will be collected on all taxable services.

Initially the rate to be charged was decided at the rate of 2% on the total value of the taxable services. But then the rate was reduced to 0.50%. Under this the additional tax will be charged on services including restaurants, mobile telephone services, travel, PAN card, and all other taxable services.

Rate of tax to be imposed

The Cess will be levied on the services that are taxable only and not on services that are exempted from tax or the services which are non-taxable. The calculation of the Cess will be the same of that of the service tax calculation. The Cess amount is to be paid separately. All the services that find mention under the Reverse Charge Mechanism in the Notification number 30/2012-ST which is dated on 20th June 2015 are supposed to pay the Cess.

Since Swachh Bharat Cess is an individual tax, it has to be added in the invoice separately. The amount cannot be put together with the service tax. The cess has to be collected and paid by the service provider who is already paying the service tax. One has to understand clearly that the Cess is levied on the value of the taxable service and not on the service tax.

Applicability of Swachh Bharat Cess

In certain cases the Swachh Bharat Cess will not be applicable to the service provider. The conditions are-

  • If the payment has already been made and the invoice has been raised before the service became taxable, then the Swachh Bharat Cess is not applicable.
  • If the payment has been made before 15th November 2015 and the invoice has been raised with the 14 days of imposition of the new service tax and Swachh Bharat CESS.

Apart from this the Cess will be applicable for all other service providers.

Impact of the Swachh Bharat Cess

With the introduction of the Swachh Bharat Cess, the citizens of the country who avail any kind of service in the country, that is taxable, need to pay an extra tax of 0.5%. This means that the existing service tax of 14% will now be increased to 14.5%. For any kind of service including restaurants, rail, transport, air services, insurance, lottery, etc. people have to pay an extra amount of 0.5%. This will surely make the services more expensive, and most people of the country will not be happy about it.

How will Swachh Bharat Cess be used?

The amount collected by imposing Cess will be used to fulfill the goals of Swachh Bharat Abhiyan. With the help of the Swatch Bharat Cess, additional funds will be accumulated which will be used for the recycling and processing of solid waste into energy, eliminating of open air defecation, creating and maintain a clean and a healthy environment and to build latrines in the homes of the families that belong to below poverty line category . Cleaning the country and making it healthy requires a lot of money, for this purpose the government has levied the Swachh Bharat Cess. This fund will be useful in meeting the goals of the campaign.
