The 7th Pay Commission (2016) reports are already out and there are many of the changes in salary structure been made under the 7th CPC. Some of the changes are massive while some of them are disappointing. Many of the allowances have been abolished while some of the allowances are being raised largely. As per the recommendation of the 7th Pay Commission the basic salary of the employees should be hiked to 30%. The authority has proposed to pay minimum of Rs. 23,000/- as basic pay instead of current minimum pay Rs. 18, 000/-. The pay scale for each employee under central and state government has increased. As per latest reports on the recommendations of 7th CPC cabinet seems little unsure about increasing the minimum pay from Rs. 18.000/- and apparently denies to approve this hike in 7th CPC. So as per the reports the minimum basic salary does not change after 7th CPC.

Along with the basic salary, the Grade Pay has also increased in 7th Pay commission. The revised salary and grade pay will be provided to the employees from 1st of August 2016.

7th Pay Commission New Pay Structure and Pay Matrix (Latest News)

According to new pay structure under the 7th pay commission, the minimum salary slab will be 15,000/- to Rs. 60, 000/- instead of Rs. 5200/- to Rs. 20200/-. That is according to new structure the salary of each employee falling under Pay Band 1 will be increased by 30%. The grade pay will also be increased from Rs. 1800/- to Rs. 5000/- per month along with other revised allowances and perks.

As per the latest report of 7th pay commission, the basic pay structure will be basic pay (30%) + Grade Pay (30%) + other allowances (63%). The overall hike in salary structure is 23.55%. Regarding allowances the Dearness Allowances will be hiked to 125% from 113% in 7th pay commission. Other allowances like TA, HRA, Education, Research and such have also hiked after 7th pay commission.

According to the 7th CPC report the minimum and maximum salary of the government employee has been fixed at a level.

  1. Minimum Pay The minimum fixed salary will be Rs. 18, 000/- which is same as 6th Pay commission.
  2. Maximum Pay The maximum pay of the employee will be Rs. 2.25 lakhs. The maximum salary of the cabinet secretary will be Rs. 2.50 lakhs.

As per the report of the 7th Pay Commission, the amount of pension for the central government employee has been raised by 24%. The previous rate was 10% along with other benefits. The retired people who were waiting for a pension hike will get a benefit of increased pension, not only that the medical facilities will also be given in large scale to them. The commission has clearly said that the amount of the pension will be 50% of the salary the employee was drawing at the time of his/her retirement. Also the promotions and salary hike during their service period will also be added to calculate the pension.

Allowances like DA, medical allowances, HRA and other benefits will be given to them as before with little raised amount.

  • Enter your basic pay + grade pay (6th CPC)
  • Select the Pay Band
  • Enter HRA, TA, and Non-practising Allowance or other allowances you are getting at this time in a specific place given in the box.

In case of allowances, make sure to add all your allowances in the right place. Sometimes the online calculator does not show the different spaces for different allowances. In that case only HRA, TA and DA will be enough to calculate the salary.

According to the Fitment Fixation Formula, the basic pension that an employee is receiving currently will be multiplied by the 2.57 as per the 7th pay commission.

Also it is said that the 50% of the pay scale at the time of retirement will be added to the calculation of the pension along with the salary increments during the service period of the employee.

  • Gratuity is another benefit that employers provide their employees after retirement. The amount of gratuity is being paid once unlike the pension.
  • The Gratuity is being paid to the salaried and permanent employees only.
  • Gratuity for the monthly salaried employees: (last drawn wage x 15/26) x completed years of service

  • Open an online calculator, enter your basic pay + grade pay.
  • Select your city
  • Enter the pay band including grade pay
  • Enter your HRA, TA and non-practising allowance

7th Pay Commission Allowances (Latest News)

  1. HRA

House Rent Allowance, which is one of the basic allowances given to the government employees, has increased in 7th pay commission. From August 2016, employees will receive 139% of their basic pay salary and grade pay.

  1. Transport
  • Employees with GP = 5400/- will get TA Rs. 3200 + DA
  • Employees with GP < 4200/- will get TA Rs. 600 + DA
  • Employees with GP = 4200/- will get TA Rs. 1600 + DA
  • Employees with Grade pay = 10,000/- will get TA of Rs. 7000/- + DA
  1. DA

Dearness Allowances are such that are paid to every employee fall under any pay band. The DA that was paid at the rate of 113% in 6th pay commission, now after 7th CPC the rate will be 125%. DA is calculated on the basis of the employee’s basic pay scale.

  1. Family planning

Family Planning Allowances are the allowance that was given to the employees for the sake of their family. Till 6th pay commission there was FPA for specific employees. But it has been completely abolished from 7th pay commission allowances. Unlike other abolished allowances it didn’t club with any other allowance.

  1. Non practising

Non-Practising Allowances will be retained and will be factorised by 0.8 times of the previous rate in 6th Pay Commission. This allowance will be given monthly or on yearly basis to selected candidates. Applicants who have minimum qualification will get NPA.

  1. Over time

Employees used to get paid for the extra time they used to spend at work as overtime allowance. But after 7th Pay commission the allowance has been abolished completely. Now if the employee is required to spend more time at work, there will be no extra income on that.

  1. Child education

Child Education Allowance remains the same at Rs. 2250/- per kid along with hostel charges Rs. 6750/- per child. The upper limit of the allowance Rs. 18000/-. CEA will be provided to the students up to class 12. As per the recommendation, the graduation students must also receive CEA, but cabinet does not take any action on that.

  1. House Building

In case of House Building Allowance the loan amount has been increased, the interest rates are being decreased, time of tenure has been relaxed. Also it has been said in 7th pay commission that if both the spouses are in service under government, both of them are eligible to apply for HBA. However the experience needed to apply for HBA remains the same. One must complete 10 years of service under government organisation and has to be a permanent salaried employee.

There are some of the advances and perks given to the government employees are also changed after 7th CPC. One such advance is House Building Advance which is modified. The amount of the loan is increased as 80% of the basic pay will not be enough for a decent house. Also as mentioned in the last segment that it has declared that if both the spouses are working under government, both should be eligible for HBA unlike 6th pay commission where only one of them could apply for HBA.

Once the amount of perks and advances crosses the set limit the person will have to pay the tax on the rest amount he / she is enjoying. Also it must be noted that the value of advance and perks will not be taxed if it does not fall under any income tax slab.

सांतवे वेतन आयोग को लेकर कई अटकलों के बीच आज कैबिनेट ने सभी सिफ़ारिशो को मान्यता देते हुए अहम् बिन्दुओं को सामने रखा हैं जिसमे वित्त मंत्री अरुण जेटली एवं पी के सिन्हा मौजूद थे जिसके तहत केंद्र के सरकारी कर्मचारी एवम पेंशनर लाभान्वित होंगे.

सांतवे वेतन आयोग के तहत मुख्य बिन्दुओं पर एक नजर :

  • तिथी : सांतवे वेतन आयोग की तिथी 1 जनवरी 2016 तय की गई हैं .
  • मुख्य लाभार्थी :सांतवे वेतन आयोग के तहत 50 लाख केन्द्रीय सरकारी कर्मचारी, 58 लाख पेंशनर लाभान्वित होंगे. सूत्रों के अनुसार वरिश्ठ अधिकारियों को सांसदों की तुलना में अधिक वेतन की प्राप्ति के संकेत हैं .
  • वृद्धि : वेतन आयोग ने वेतन में 23.5 % वेतन एवम भत्तो में वृद्धि की हैं जिसके तहत 15 फीसदी वेतन में वृद्धि होगी .
  • एरियस : वित्त मंत्री जेटली ने स्पष्ट कहा हैं कि बढ़ा हुआ एरियस वर्ष के अंत तक आवंटित किया जायेगा.
  • न्यूनतम वेतन : 18000/प्रति माह की राशि न्यूनतम वेतन के रूप में रखी गई हैं जो कि फ़िलहाल 7 हजार प्रति माह थी
  • अधिकतम वेतन : 5 लाख प्रति माह की राशि न्यूनतम वेतन के रूप में रखी गई हैं जो कि फ़िलहाल 90 हजार प्रति माह थी
  • पारदर्शिता : वेतन को और अधिक पारदर्शी बनाने के लिए पे बैंड एवम ग्रेड पे की प्रणाली को बंद किया जा रहा हैं.
  • यह अब तक की सबसे कम वेतन वृद्धि मानी जा रही हैं .
  • सांतवे वेतन आयोग में 14.7 फीसदी वेतन की वृद्धि की सिफारिश की गई हैं जो अब तक की सबसे कम वेतन वृद्धि हैं जबकि 6वे वेतन आयोग में 20 फीसदी की वृद्धि की सिफारिश की गई थी .
